License points for distracted driving (AB 47 - 2019): Using a cell phone in a handheld manner while driving is currently punishable by a fine. Beginning July 1, 2021, violating the hands-free law for a second time within 36 months of a prior conviction for the same offense will result in a point being added to a driver's record. This applies to the violations of talking or texting while driving (except for hands-free use) and to any use of these devices while driving by a person under 18 years of age.
Richard Ayvazyan, 42, Marietta Terabelian, 36, Artur Ayvazyan, 40, and Tamara Dadyan, 39, all of Encino, California, were charged in an indictment filed in the Central District of California with one count of conspiracy to commit bank and wire fraud, four counts of bank fraud, and six counts of wire fraud. Richard Ayvazyan was also charged with one count of aggravated identity theft. According to the indictment, the defendants conspired together, and with others, as part of ...a disaster relief loan fraud ring based in and around Los Angeles, California. The defendants used fake, stolen, or synthetic identities, including Iuliia Zhadko and Viktoria Kauichko, to submit fraudulent EIDL and PPP loan applications to the SBA and federally-insured financial institutions. The defendants also submitted fraudulent EIDL and PPP loan applications in their own names, using fake or fictitious businesses. The defendants also submitted false and fictitious documents in support of some of the EIDL and PPP loan applications, including fake identity documents, tax documents and payroll records. See more
Rita Skuratovsky one of our senior partners just settled a very tough case where the insurance company was claiming all along that our client was largely responsible for her own injuries. Yesterday at the Board of Trustees meeting, the Board shelved most of the proposals put forth by the legal tech dominated ATILS Taskforce, including the sandbox which would have allowed non-lawyers and corporations to provide legal services directly to the public. Two modest proposals which include a change to the competency rule (Rule 1.1) and a change to the rule prohibiting fee sharing with non-lawyers (allowing non-profits to share fees not just court-ordered fees) will ...be forwarded to COPRAC, the Standing Committee on Professional Responsibility and Attorney Competence There are real solutions promoting access to justice, not the ATILS proposals which would hurt California consumers. The new Court Navigator program embedded in the courts to help pro pers get through the court system, mandating reporting of pro bono donations and hours, and increasing support for legal aid societies and incubator programs statewide will put a serious dent in the justice gap. Thank you to Joshua Furman who was the lead author of the Small Firms response to the ATILS proposals, Carolin Shining who attended many of the ATILS Taskforce meetings and relayed what was happening in her cogent updates, and everyone who submitted many of the over 3,000 public comments to the ATILS proposals last Fall. The Board of Trustees also approved a separate taskforce to study paraprofessionals (the new term for the LLLTs) which is charged with providing its recommendations to the Board for that program (which would allow non-attorneys paraprofessionals to provide limited specified legal services directly to the public) by December 2020. This is not over we need to put forward real solutions which California attorneys can get behind to help the underserved communities in California!
